The pump cycles because the water pressure has dropped to the point the pump kicks in to increase to the set pressure. Usual culprit is the check valve located just as the tank water enters the pump. A small bit of grit is enough to allow water to leak back towards the tank. Often taking the valve apart and cleaning it will solve it, many pump brands have replaceable check valves. Another solution is just to buy a check valve and install it in the line between the pump and the water tank.
