The temp sensor wire attaches to a connector that is to be connected to the
positive post of the 12 volts from the battery system.
It is not taped or just laid on top of a battery.
This if from the factory's proper install information
Sorry, but on ours the temp sensor IS attached to the side of the battery with double sided tape. It came that way from Newmar in 2002

Pretty much what ours looks like. It came from Newmar attached to the side of one of the house batteries.
Must work pretty well as our house batteries lasted one month short of 10 years and even then were OK. We were headed out and I didn't want trouble on the trip.

Thanks Mr D, I will find some two sided tape and attach to the side of one of the house batteries.

My 2008 Xantrex 458 sensor does not look like that.

The adjustment is done by selecting battery type, which you stated was correct. The temperature sensor or bad battery are the only factors in what the voltage is. Disconnect the temp sensor and see if the voltage goes to normal float voltage. If that works, affix the sensor to a battery with thin two sided tape and don't worry about the .2 of a volt until the temps get to 70+. if that doesn't work have the batteries tested.

BTW, I'm assuming you don't have a lot of DC stuff turned on. If you do, turn them off and check again. Finally, I didn't look up your remote, but if it's a Xantrex intelligent remote, unplug it from the charger and check again.
