Up and running here.
We can probably get you going without much trouble.
First we need to understand some things...
Is the CB installed? By you?
Is the antenna connected?
Is it powered and will it turn on?
Can it receive?
What happens when you key the microphone...does the meter show any deflection ( this would indicate power is being transmitted) ??
Please post back.

Well if you can hear others, I would say the antenna connection is OK. As for no one responding to your "radio check", that is likely to "others" not being interested.
Remember CB has a typical and limited distance of effective communications of about 5 miles.
If you see a meter deflection while transmitting, chances a good that you are OK and it is just no one wants to respond.
Try to pre-arrange a contact with a fellow RV'er or nearby person with an active CB.

CB's are used far less today. This probably because of cell phones and the internet.
However on the road, I find RV'ers and truckers still use them. Trucks use ch 19 and RV'ers use ch 13. One time on a trip to Florida I listened to ch 13 the whole trip and never heard a thing, yet RV's were everywhere. We are just a quiet bunch I guess.
While driving the RV I only use the CB when I encounter a traffic slow down or stoppage and then I usually only listen.
As far as fishing goes I never fished in Arizona, but if there is ever an opportunity I want to fish the San Juan. A local friend winters in Mesa each year and claims the San Juan is very good. He writes books about trout fishing...his name is Charles Meck.
If you are ever in PA and want to do some good brown trout fishing just let me know.
