E85 is 85% ethanol. The mileage drops more like 25%. A lot of stations here carry it, but it isn't very popular if it isn't subsidized by the state, sometimes about 50 cents/gallon. Although it uses a lot of energy to convert it, I don't think it takes 25 to 50 gallons of diesel to make one gallon, it does take more energy to process than it delivers though.

Although I have never used E85, your statements about mpg, power, and amount of energy needed to produce E-85 are exactly what I have read about the product.
