That rocker switch is for aux start on the engine side in case dead battery. Pulls from the house batterys.

Sounds like you may have a common problem: the auxiliary start solenoid may be defective. It it activated by that momentary switch you are talking about. It's main purpose, as stated by others, is to connect the two battery banks to get you some voltage from the house batteries in case the chassis batteries go dead. The secondary (?) purpose is to allow the chassis batteries to be charged while attached to shore power. If it is not working you could have the chassis batteries go dead while on shore power. Some have installed a an Amp-l-Start to cover this purpose.
