I also own a 03 Rev 40C and had a similar problem. Let me share my experiences and perhaps this will help you correct your problem.
What you are describing indicates your batteries are very depleted from not being charged. Pretty much the same the thing happened to me.
As Tha_Rooster said, the remote panel is connected via a data cable that looks like a phone line. If you haven't already done so, disconnect that cable at the inverter and plug it in and do this a couple of times to knock off minor corrosion that can build up over time.
Next, remove the remote panel in the coach. Do the same thing with removing and inserting the cable a couple of times. That will clean off the contacts and "reset" the remote so you can see what the inverter/charger is doing.
If the display is blank after doing the above, press the "Charge" button on the remote to turn the inverter/charger on. The display will light up and you'll see the charge state light on the far left and the voltage lights indicate the approximate charge level of your batteries. Assuming the inverter/charger begins to charge the batteries, you'll see the DC amps lights indicate the amount of current being pushed into your batteries. It'll be around 75 to 100 amps to start and will lower as the batteries are recharged.
The other cable you asked about is the temperature sensor line. The inverter adjusts the charge rate based on battery temps. That line is connected to one of the battery's positive posts. I imagine at some point it was disconnected and that person didn't know where it was to be hooked up and just left it off. This line runs to the inverter and is connected with an RJ11 telephone plug. Like with the inverter control panel, remove and plug it in a couple of times to remove anything that would prevent a solid connection.
Another thought. The inverter remote also allows you to set up the inverter/charger. You may want to check those settings. When I checked mine it wasn't set correctly.
