Better yet
Contact a local real estate company.
Tell them you would like to see the property. While inside? Somebody hooks up to the fifth wheel and bada Bing. Have all your paperwork with you.
No break-in
No trespassing.

I would go to the county courthouse and find out who owns the property. Chances are the lot was just rented. Perhaps the owner is the one who locked the gate and would welcome you coming to retrieve your trailer.
If the nephew of the OP had a couple outings with this trailer he must have registered it. The DMV should have had the title in hand and would have checked it for validity when the RV was registered.
I won't speculate on the integrity of the dealer. He may have had a good reason to close and walk away. I (we) just don't know. It's too bad the RV's owner wasn't notified.

Yes! Do not expect the Judge to have done any research. Its incumbent on you to have all the information before you see the Judge.

Even though I'd be tempted I wouldn't touch that chain, lock or fence. It's not yours. Do your homework and get your trailer back legally without getting into more trouble than the one who is responsible for locking the trailer up.
The owner of this trailer may be entitled to some recourse for loss of use while the trailer is locked up in a fenced in yard he has no access to.
I wish the OP would follow up on his post and let us know if his nephew is getting anywhere resolving this situation.

Boy, I don't know. If it were me, I'd make a minimal attempt to resolve the issue, maybe call police, and then if no timely resolution, I'd cut the lock, pull the trailer and then lock it up again with another padlock.
We had our motorhome stored in a lot where the owner had a feud going on with his sister. She had sued and wanted him out so she could develop the property. She won but he wasn't budging. I could see the writing on the wall and pulled my rig out before she got a court order to seize the property. Not sure what ultimately happened but I didn't want to get stuck in the middle.
