Often the cruise control is used. Turn it on, repeatedly touch 'resume' button to toggle the idle to go up. Cancel by touching brake or turning cruise off.

Have you checked a manual for your Spartan chassis? It took a second play for me to figure the cruise does not increase idle.

If you have the mechanical version of the 8.3L engine, I don't think the electronic control high speed idle is available. I'm pretty sure you need the ISC (electronic control C engine) for that.

Ok. This may or may not work, but what's the harm in trying?
I used to have a '95 Monaco Dynasty with the C8.3 mechanical engine. This is how to set high idle speed using the cruise control on that coach.
Engine idling with transmission in neutral. Turn cruise on. Touch SET. Then touch RESUME repeatedly until the desired idle speed is obtained.
On my coach, I had to touch RESUME 13 times to begin raising the engine RPM, then each additional touch of the button increased the idle speed 100 RPM.
Hope this helps.

Our '93 with the mechanical 8.3 idles high until the bags/brakes are ready. It then goes gown to 650-750 RPM.

I have a 99 Mountain Aire on a Spartan Chassis and the Cruise will not work for high Idle. You have to get a short Stick or something and set between the gas pedal and the bottom of the dash. Luckily this engine stays at whatever RPM it get it set at

Be sure you don't have your foot on the brake; that disengages the cruise. I know it's a long shot...........
