Without a clamp on amp meter about the only thing you can do is to make certain all wiring connections are tight, the coils (especially the condenser) are clean and if you want to inspect the control board area, you may find that the compressor start and/or run capacitors are blown out. If you do have a clamp on amp meter what readings do you find. If only 11 - 12 amps and the circuit breaker trips; you have a weak circuit breaker and /or bad wire connections.
