Mis-wired, confused white with green more than likely. or black/white flopped.

One has to wonder what he wired the Hott Rodd to for 120v power? And why he bothered if the tank already has an electric heating element? If it has an "electric heater switch", one naturally assumes there is also an electric heater, right? Hopefully miataman will shed some more light on this.

The tank was not already wired! I wired the switch and cal rod as per instructions. I have a background in elcectronics. Let's try for more instructive information. Thank you.

When generator running and switch is in the off light.
Does that cut off 120V at the Hott Rod itself?
Or no 120V at the switch output?
If you flip the switch to off when generator running does that give 120V to the output side of the switch?

Sorry - did not mean to be rude. However, you haven't given us much to go on. What circuit did you choose as the power source for the Hott Rodd? Just about everything in the RV doesn't know whether the 120v power is coming from generator or shore, so there is no ready explanation of a different reaction to the two modes.

It would also help if you had mentioned the year, make & model of the RV, as well as the brand of water heater, whether the rig is 30A or 50A, and other relevant background information.

Found that AC into coach from gen is reversed polarity at all receptacles. I obtained the AC for the Hybrid heater unit from a receptacle. Rechecked all wires on the Hybrid water heater unit, all check ok. Yes the voltage is applied to the Hybrid electric water heater element when in gen and switch to the element is off. Is this a common wired for reverse AC polarity from the gen?

No, its not common, nor is it safe. Somebody just reversed the wires from the generator to the load center. Easy enough to switch them back the way they should be, if that's all it is.

Thanks for the help from everyone, I have found one ofthe trasfer switches with reverse polarity wired from the gen. side. Obviously this was manufacture Thor coaches miswire. Wouldn't have realised it until I added the Hod Rod. This is a Windsport 2007 coach and would have thought since I bought it in June, previous owner would have found it . Thanks!
