I would bet joy ride or in a container going out of the country. If somebody was going to use it and drive it, they could change the vin at least at the few really noticeable and easy to access areas where cops might check vin. They could get registration and if driving it on the west coast, probably wouldnt raise an eyebrow. Heck I bet two or three years down the road, nobody would look twice. Not that hard to get your hands on a salvage title or even a title from lets say a 2002, change vin and register. Average folks at dmv or even police wouldnt know difference in year. Unless they brought it in for service I bet it wouldnt be hard.
