Anyone with a Real North Dakota ID Living full time in RV?
Just wondering if anybody with a (ND only) ND domicile that does not own a resident home, mortgage/lease/rental document in ND has got a real ID?
How did you qualify for one in this list.
LIST A
A government issued property tax form
Mortgage/Lease/Rental document
Homeowners/renter’s insurance policy
Utility bill (electricity, gas, water, sewer, cable, recycle)
Non-cellular Phone bill
Parent’s proof of address for a minor child
Campground receipt is NOT accepted in ND

Real ID is state issued and each state sets its own requirements that will fulfill the federal law. Enhanced Driver's licenses are one form of Real ID that is acceptable, but so are special ID cards that meet the state designated requirement. Of course, a valid passport is an alternative form of ID that supersedes a Real ID.
Since each state sets the requirements to issue a Real ID, the list you provided seems to be very short and is not identified with a particular state. One needs to go to a particular state's web site to find the options for documents that will meed the Real ID standard. California, for example, has a list of 21 types of documents that will meet the residency requirement for issuing the ID.

If the list you provided was the only way to establish residency, there would be a problem. However, anyone who wants a Real ID can inquire in a state in which they had formerly lived and see if they meet the requirements for residency. Of course, if you're not going to fly or enter a military base or federal facility, you won't need a Real ID. Or, just carry your passport.

The list I provided was the only part of the requirement I have trouble with.

What state is that list from?
I'm guessing that you have a driver's license from a particular state and that you want an Enhanced License (Real ID compliant) and the list your provided is from that state. Is that correct?

Okay, I misunderstood your OP .
Went to the ND page and see the requirements--one from list A and one from List B, or two from A. You cannot meet any on list A, correct?
My next question would be, how long have you lived in ND and how long have you been at a particular campground? Would it be possible to establish yourself at a campground as a "Full timer" and have them issue a rental agreement? If you move around a lot, you seem to be out of luck.
Do you need a Real ID? Do you have a passport?

Perhaps staying in a RV park that you have to pay for electric and getting a copy of the electric bill?

I don't see how one would expect a campground receipt as proof since I am sure that they would not accept my receipt from Holiday Inn Express for last night.

Now you are starting to understand why the list of states where fulltimers go for domicile is so short. Each state sets their own standards and citizens must comply. About the only way around those laws would be to find some friend or relative who will let you claim to live with them.

As mentioned, the laws are different in each state. This WILL work in SD.

I have a So Dakota domicle, SD drivers license, SD tags on all vehicles, registured to vote in SD etc. all with a one night stay in a campground. However, I also had a AZ, Neb and Idaho Identification card. Neb and ID will not renew my ID card unless I surrender my SD license. They have advised me that under the Real ID Act you can only have one state ID. I use my passport as my Real ID. AZ is a lifetime ID. I know that the law allows anyone to have as many residences as one can afford, but only one domicle. Wish the states would allow an ID for ones residence outside of ones state of domicle.

Is there any reason that you need the Real ID drivers license? The only time that is needed is for flying and I have a passport for that. You can also get a passport card that does the same thing. If getting a non-Real ID license is an option, I would just do that. My state allows you to choose - not sure if that's an option in North Dakota.
