Then the other law becomes effective. Do not allow driving to interfere with texting. You must stay in place until texting is finished.

Is the car in gear, is the engine running, is there moving traffic ahead, behind, or beside you?

Just today I had a lady talking on her cell phone come around a corner and come over in my lane to almost hit me head on.... At the last minute she woke up from the cell phone slumber and jerked back into her lane... Boy do I hate it when someone is barreling up behind me and talking on the phone. You never know which one of those people that are driving, and oblivious to the real world, will plow right into you.

Sometimes it is so hard to avoid stupidity.
