Black specks on roof

I have black specks on my fiberglass roof. I have try scrubbing with soap to no avail. Ideas anyone?

Usually Spic & Span non liquid works on most spots on my roof. I use a stiff bristled brush.

I'd say tree sap with dirt on top. Good luck!
