Just a little common sense here:
You reserved, with deposit, a specific kind of site, FHU w/50amps.
Did you get any kind of contract with the terms of your reservation and cancellation policies?
As mentioned, this was partially guaranteed, what ever that means - - - it either is or it isn't - - again - common sense. Perhaps "Top of the waiting list" may have been better.
So the park could not honor your partial guarantee, at this point, decline the new offer, do not accept their new offer of a water only site. And.......they could honor your reservation - they decided to follow the $$ and skip over you.
Just decline and ask when your deposit would be returned.No questions asked!!
If they decline your deposit refund, remind them what kind of site the deposit was for and will they have one for you?
To me there is not question, if I decline their new offer, a refund is in order, they would most likely charge you a admin-fee, as they seem to need the $$$$.
What a way to do business.
I know someone mentioned small claims court, but how about reporting them to the Better Business Bureau (BBB) and the State Attorney General.

We are about an hour easy drive East of Tampa. There is an RV park that just expanded this year and they may have room left if you would like me to check.
It is about 4 miles South of I4 and easy to get to the show from there.

If they refuse to give you your deposit back and they make you stay with less power than promised and no sewer, you could always have an accidental tank discharge right before you are ready to leave. Just kidding! These things are frustrating.

30 amps I could but not like deal with no sewage for more than 3 days deal breaker. They must give your deposit back if it's not what you asked for.

The campground not accepting credit cards for reservations would be a big alarm bell for me. Obviously, they have screwed people in the past and had the charges reversed on them. I wouldn't book a motel by mailing a check for a deposit either.

People seem to think you can just get your money back if you paid with a CC. Not true! The business is given the chance to dispute your dispute and if they prove they followed their rules the customer loses. We used to have a commercial account and we had people try that route. We always won the dispute since we had the backup info to prove the charge was legitimate.

First, as a consumer you will always get the charges reversed nearly immediately.
Second, this leaves the vendor arguing with the credit card company - who is acting on your behalf.
Last, IF you have a legitimate reason (as in non delivery of promised goods/services here), it's VERY difficult for the vendor to win in negotiations with the credit card company.
If the charge back attempt is over something frivolous and/or you've made no attempt to work with the vendor to sort things out on your own, you deserve anything that happens to you. I know that happens and it reminds me of pond scum....

Nothing to do with RV parks exactly, but Hotels work much the same way. You make a deposit securing a room and it is reserved for you....
Well.. I like Science Fiction and some years ago (1980's) Discovered "Organized" fandom (Organized Chaos is an apt description of a science fiction fan-convention)... These "Fan-Cons" are run by fans, not corporations and have a tendency to book a hotel, or 2, or 3, wall to wall and basement to roof. (I've been to one that took over 3 hotels).
The hotel was sold, the new owners gave the reservations clerk her 2 weeks notice, so for the next two weeks, even though the hotel had been booked SOLID for months, Everyone wanting to attend the convention got a reservation number.
The HOTEL had to find them room at nearby hotels and eat the difference in cost......
That was either the last year at that hotel or the next to the last.. Con outgrew the place and there were management issues (Wife worked there for a bit).
Now the tie in: I got to the hotel early enough to secure a room, or I commuted, forget which (Some years I checked in, some drove only 20 miles) BUT..
But if I had a reservation at an RV park and got there to find "Sorry". I'd be expecting them to find me parking and to pay any difference in cost.
Oh. one of the things I really miss about full time RVing......
Those conventions. The specific one I'm referencing was held in late Jan inS.E. Michigan (Still is) and that's no place for a motor home less you winterize.. I'm thinking about it but it is a 2 day Minimum drive each way from where I normally park in the winter.
