If you don't have seat belts for each passenger, you might have a problem with the police. Why not just rent a 15 passenger van?

I looked around and could not find someone who posted the CCC of the Challenger 37tb the best match was the 37kt which had 2347 lbs available from the factory. You should be able to find your available capacity on the weight sticker and then you could calculate if the 10 people will put you over the limit. 10 NFL players might where as 10 little league players probably would not.

As far as safety my last RV had 10 seat belts (Driver, passenger, 3 on couch, 1 on barrel chair and 4 at dining booth. So it is possible to carry that many in some RV's. Not that I ever needed that many.

Also in some states only the driver and passenger seats have to be belted in and the other locations (house part) do not.
