I know in California there is a fine line between insurance and service contracts. It could be that they determined their contracts were insurance thus subject to reserves and different regulations. Just a guess, but many times I have seen that a company advertises a service and then says in California is it written by another company.

Try to live up to your dogs opinion of you.
