Dogs (pets) are a responsibility and some people are not up the the challenge but own them anyway. The key to pet ownership is to do it in such a way that it does not impinge on the peace and tranquility of others. Things do not always go as planned or preferred but if something happens then a responsible owner makes a correction and an apology if required.
As they say; IMHO.

But seriously, I've found that dogs are just one of those deals that you have to deal with when roaming around in an RV. By the time most people are old/mature enough to be hanging out in rv's, they're probably done learning any new manners, so even if you say something to them, they just don't get it.
The way we got our yellow lab is that some neighbor down the road didn't bother controlling him and I woke up one morning and he had come in through the dog door and was laying by the fireplace when I got up for work. I dropped him off at his house and 4 days later he was back. This time I kept him. Best dog ever.

I love this. One smart dog.

I just can't tell you how disgusted I am with stupid dog owners. They also have stupid children. Stupid begets stupid and over many generations we are inundated now with stupid people. I have even encountered stupid park owners so I keep my suggestions to my self.

this is probably the way I would have handled it as well. Every campground I've been to have very specific rules for pets (though I don't have a dog - just two cats) - I agree, that there is no need to be confrontational.
And yes - sounded like they were more ignorant than arrogant.
