I read that article, so we are selling our rv, and moving back into a house before the government kicks us out of our motorhome that we have been living in for almost five years.

All they actually want are the property taxes they are missing out on. They are more likely to address the problem from that direction. There's no way they can force you to come out of your RV for X amount of timer each year, but they sure can tax you for having it and parking it.
