Full timer ban.

My DW and I have lived in Washington State, and retired here, now come time to change the address on our drivers license and the title for our RV and car, Washington makes no provision for full timers that don't have property, they just said to me "Sorry can't help you---Next in line".
It seems there attitude is sell out and get out.
We talked to two clerks and a manager.
Any one have any ideas ? I know we can join Escapees and or move to South Dakota, but we belong to KM RV Club and all thier parks are in Washington, our family is here, and all our friends.

We too are Washington "residents" and are just finishing up our second year of full timing. We sold the house, shop, condo, in Bellingham and hit the road. We have a mail forwarding service in South Dakota (America's Mailbox). As you know Wa. state does not forward driver's license, voter registrations, and vehicle tabs. We are lucky enough to have a sister who still lives in Wa. and let's us use her address for those. Some times banking situations arise that need a "real" address and she gets that mail also. She lets us know when stuff comes to her and we have her either send it to us where we are at or tell her to "send it to South Dakota". This has worked out well for us. Maybe you can make a similar arrangement. We are only in Wa. for maybe two summer months a year. So not being property owners and not having to pay Wa. sales and fuel taxed make it pretty reasonable.

There is nothing that states you cannot have your domicile from one state but have your residence in Washington.

Remember that your Domicile is where your HOME state is which includes your drivers license, vehicle registrations, voter registration, etc. Your residence is wherever you happen to be located for whatever length of time you are planning to stay.

Domicile and Residence are two completely different things however, many people get them confused and call them the same but they are not.

There are legal definitions of both. Do a little research on the Internet.

My domicile is Anchorage Alaska, but my current residence is La Crescenta, CA where I happen to be volunteering for a Workamping job.

Hello - in Oregon it is called 'Continuos Traveller' and I use a UPS Store for the mailing address.

What kind of mail forwarding service? UPS Store? Something else?

Can you use a family address for your license and registration, then the forwarding service for all your bills? You might also be able to use the forwarding service for your mailing address for license/registration, but put your family address as your residence address.

On the other hand, just because you're going to spend most of your time in WA doesn't mean you have to have WA as your domicile address.

That does surprise me about Washington. Spend over half your time in California and they won't care what your DL says... they'll want their pound of flesh in the form of filing a tax return.

I don't understand what you're saying...renters don't "have property" and they get driver's licenses.

Is it that you don't have an address? If so, and you're in a month-to-month park, why not use that address?

Go to a UPS store and open a post office box. You then use the address for the UPS store with a "Suite" number for the post office box. Problem solved, and the UPS store will forward all your mail to where ever you are.

Maybe, maybe not. If the WA DMV is using a residential/business address database, they may exclude the UPS Store as a "business" address. The OP said they were using trying to use a "mail forwarding service" address, which was denied. It might very well have been a UPS store.
