Rules, specifications and laws are meant to guide everyone for the benefit and safety of all. Whether you agree or not with them smarter people have developed them for the lowest common denominator. As a good citizen you are required to follow them.

You asked the question "What is his point?".

Gas on when traveling
Thanks for everybody's thoughts on this subject. I have had the gas off when in transit until now but I may well leave it on going forward, especially in hot weather.

In 40 plus years of RVing I have never turned LP off for travel except as several have said and that is a few tunnels in the Norfolk VA area. One other place not to go with Propane on or off is the tunnel in Baltimore MD, I have heard of several being ticketed for going thru with a camper with LP tanks installed.

Didn't ask, I turned off propane, did a walk around as he was filling out clipboard, got in and left.
Lots of room to pull over at this place, I was third in line on the trip still room for more.

Living in southeastern Virginia where there are five restricted tunnels and travel thru one of those five at least twice a day I have a small bit of insight concerning how this works regarding tunnel restrictions.
The Virginia DOT managed tunnels, I64, I664, I264 and VA164 all have inspection stations with an inspector. If you miss pulling over they can, and have, shut down tunnel traffic and pulled vehicles out of the traffic lane to inspect and then wait for a state trooper to arrive for their piece of the action. Yes they can right you up. Something about failure to obey a traffic sign or such. Seen a few RV's get pulled out when they missed the stop. I suspect they record plate numbers to show how many vehicles are checked for justification of the need for inspectors. Either that or they use it to test the resolution of the tracking cameras. I'm thinking of submitting a resume once I retire from my current position to be that guy in the booth. The Chesapeake Bay Bridge Tunnel, US13, is not VDOT managed and they do not physically verify the main propane valve is off and only ask at the toll booth. Different operating rules for different organizations.
Do I keep the propane on when going down the road? Nope and only because I replaced the absorption fridge with a residential this past summer. I do stop at the inspection stations since I still have a propane tank.

I believe the tunnels to Logan IAP, Boston has similiar restrictions.
