I saw somewhere national parks in Utah also.

Four State Governors (Colorado, South Dakota, Utah and Wyoming) had asked that they be allowed to fund National Parks in their States, to partially re-open them to the public. . Interior Dept will allow but only if Parks are fully open using Nat'l Park Service employees, and the State bears all expenses without expecting reimbursement. I think they are still working out details and which parks will be affected..
States may use own money to reopen national parks

Regardless of who is now seeking credit for the reopening the parks- the idea originated with the State Governors...
