Four State Governors (Colorado, South Dakota, Utah and Wyoming) had asked that they be allowed to fund National Parks in their States, to partially re-open them to the public. . Interior Dept will allow but only if Parks are fully open using Nat'l Park Service employees, and the State bears all expenses without expecting reimbursement.
