Holding tanks/city water
We always keep water in our holding tank while at home in case we lose power to the house for a day so. BUT I need to know....IF I have water in the holding tank...is it ok to hookup "city water" and use it as long as I leave the pump off?

If you're asking if by doing that, you'll only be using city water and preserving the water in your fresh water holding tank... I believe the answer is yes.

Your city water connection should bypass your fresh water holding tank. Some motorhomes have a switch that allows this connection to be diverted to the fresh water holding tank for filling with fresh water.

Yes.
The pump can be switched on when hooked to city water.

True, it could happen. The pump won't run if the city pressure is higher than the set point on the pump.
I was just pointing out that the pump does not need to be off.

In my rig, city water will bypass the holding tank. If you turn on the pump with city water hooked up, the system will use the holding tank to pressurize and mix the two together, eventually draining the holding tank.

At a park with low water pressure (like the one in AZ where we spend most of the winter) I leave the pump on. When the park pressure is higher than the pump pressure setting the pump does not run so no water from the tank is being used. When the park pressure drops enough the pump will run and draw water from the tank.
