Hot Water Problem

I have a problem I've not encountered before. My water heater is working OK when using the water pump and drawing water from the fresh water tank. However, when I hook up to the city water supply, I do not get hot water. The water flows out of the faucet when the hot water faucet is open but is cold only. Any thoughts about what is wrong and how to fix it would be appreciated.

Check to make sure that both the , winterizing by-pass valves are properly closed and, that your inside & outside showers are shut off at the taps and not at the shower head.

SKIP426, thanks a bunch. It was the outside shower! Everything is fine now.
