HWH Kick Down Jacks

Well here you go....my HWH Kick down leveling jacks stop working. The drivers side rear comes down all the way...the rest about half way and stop. I went under the motorhome to check the reservoir and guess what. It is welded to the frame and the breather cap is about a half inch from the frame. There is no way to remove it. However a previous owner drill a small hole at the top side and placed a marine type rubber plug in order to check the fluid levels. I am at a loss as to why the jack will not come down. The fluid level was extremely low. Do I need to bleed the system, and if so how does one go about it?
