Ignition Switch Problem?

I have a 2001 Winn Brave 32ft Workhorse Chasis.

Can someone tell me what the attached photo(s) are? This device appears to be broken, to me. A linkeage is connected to the key switch straight to this part. It is almost like a plunger, but it is real free and only slightly moves when the key is turned the last little bit to actually start the engine.

Here is one of the photos. Any idea what this is? It ties directly to the ignition switch and is located near the bottom of the steering column.

Please. Any help would be appreciated. RV will not start. What does the neutral disconnect look like?
