Shouldn't have to swap any valve in order to use city water OR pump....both sources feed same cold water line.
S/B a 'cold' water inlet valve that allows water to go into water heater (regardless of source)
That valve could be a 3-way valve.....used as cold water inlet or as bypass.
Also remember......no water will flow out of a hotside of faucet UNTIL the water heater tank is FULL (6 gallons or 10 gallons depending on WH tank size)
In 'bypass' mode water should flow almost immediately out of hotside faucet cause you have bypassed WH Tank but water would be cold
