We have the same "trouble" with the grandson that lives with us since his mother died. "No" is never just "no" to him.

While the spotlight seems to be on the SIL I have a feeling the brother is behind the request. He just thinks you'll bow down to the gal syndrome. I'd call the brother and have a candid conversation with him explaining this is your property and you aren't about to just freely going to lend it out.
I think you will discover he is behind the request and you can address it from there.
I go out of my way to help people but it has to be a reasonable circumstance. Making me sleep in a tent while someone else sleeps in my RV is anything but reasonable. I'd try to not be rude but would have to be firm at the same time.
Last summer my wife and I took our Motor Home camping for the weekend. My son and his two children came along as well as my daughter and her two children. My daughter had a large tent which we set up and she and my two grandchildren slept in it. My son and my two grandchildren stayed with my wife and me in the MH. On Sunday evening my daughter packed up and went home. My wife and I left and went home leaving my son who was on vacation and my two grandchildren to use the MH for the week. He is divorced from a real beauty and he had the visiting rights that week. They used the MH for a home base and went on day trips all week long using his own truck. I trust my son with everything I own. He has camped with us since day one dating back to 1977. My wife and I went back to the campground the following Friday night and the MH was absolutely spotless. He knows how I take care of my things. He is no different.
There is a huge difference between someone using what you have and someone using you.

You asked for a polite way to say no.It did not work so a slightly less polite way is next.Asking you to sleep in the tent so she can use the camper does not deserve a polite no.A loud horselaff and a YOU'RE KIDDING RIGHT? is more appropriate.

Loaning out the RV is a personal thing to me. Kind of like loaning out a pair of my undershorts, I just don't do it.
Thats what I would tell the would be borrowers.

Just a simple "NO, I don't lend our camper out".

I have a SIL that has strongly suggested that he and brood be able to use our almost new Montana. I have told him to see his wife's (my daughter's) mother and ask if they can use their elderly Montana along with her current (I think?) husbands $$ diesel TV.

You don't owe any more reasons beyond what I've said to justify NO!!

My favorite reply to use with someone who protests is, "Which part of the word "NO" don't you understand--the "N" or the "O"? No smile, no laugh, just look at them a bit quizzically. Have never yet had someone who didn't drop the subject right there.

I have a friend who asked to borrow my tractor. I said sure as long as I can borow your wife!

He actually had to think about that before the light came on.

She really asked you to sleep in the tent? At that point all bets are off. You should have immediately told her that you pay for it so you don't have to sleep in a tent and that she is completely rude and has absolutely no class to ask you to sleep in a tent while she mooches along. Tell her she has plenty of time to buy one just like it from the dealer where you purchased yours. If my wife was not offended by her sisters suggestion that we sleep in a tent as opposed to our rv and didn't reprimand her sister, I would reprimand my wife and probably contact a divorce attorney.
