If you were referring to a hydraulic jack reservoir, the only way the system can determine if the jacks aren't retracted properly for travel is by sensing the level in the tank. If it's down even a little bit, the lights and alarm go off to warn of a possibly dangerous condition - - a jack is not stowed properly. It also ensures you don't operate the hydraulic tank when low on fluid, perhaps introducing air into the lines, which can be a time-consuming thing to correct.
