Look at the gray tank valve, the black tank valve should look the same. Where the T handle is on the gray tank you have none on the black tank and the valve is closed, really that is good as you most likely do not have a blockage but a closed valve.Where the threads extend beyond the nuts you need to get a pliers on and pull the valve open. The tank should drain at this point. After draining you will need to replace the valve.

Are you sure the valve is open. When I open mine there is about 5 inches of the chromed shaft exposed. From your picture the valve appears to be closed.
If you can unscrew the handle from the gray water side take it off and transfer it to the black handle. If not you will have to take a pliers of vise crip, grab the end of the shaft where the "T" would go.

I'd say T handle is missing... Like others have said, if the black tank valve was left open, you have a mess to clean up. After that, use pliers to operate the valve, or replace it. They are not expensive. Takes maybe 10 minutes. Make Sure the tank is empty first !!!!!
Ok new pics... I'd say the valve is closed... Use pliers to pull on the rod. Hold the valve/pipe while pulling on the rod. Its plastic and old. Don't force it !!!!

THANK you all so much (even though I feel really stupid right now) the valve was NOT open! I put some vice grips on it and opened it. No blockage!!! YAY

Glad it worked out. Now close it !! Only open it when it gets near full. Like 3/4 or so. All the liquid flushes out the solids....

Vise grips should only be a temporary solution. Go get a handle and install it before you ruin the threads with the vise grip and then need to have a complete replacement.

Will not be putting any solids in the tank!!! Thankfully there is another toilet on site for that. But will be replacing the entire valve as the pin pulled all the way out when I opened it.

Don't be afraid to use it, just do it properly! We have been using Happy Camper tank treatment for 15 years. It does a great job with no odors!

Camping World has both the replacement 3 inch dump valve or just the T Handle depending on which way you decide to go.

You DO NOT have a major problem. Your black water valve is merely shut off. Buy some channel locking pliers and latch on the rod and pull it out. It should come out about 4 inches.

The pin pulled all the way out so will have to replace whole thing. Its open right now and could use pin to close it again but would have no way to reopen it.
