Tank level gauges have not worked well in any RV we have ever owned. Even the FW gauge is not accurate. Our answer is to operate off the FW tank using the 12V pump at all times. In our motorhome, the FW tank will be empty before either of the holding tanks get full. We dump holding tanks whenever we need to add FW which works out to be every four days. Our FW tank is translucent and locate under a settee so its easy to just lift the cushion and see the water level when we want to check it.
As far as cleaning the holding tank, we never have in any of our RV's. We do however always add several gallons of water to it after dumping so that it never gets completely dry. We dump tanks and add water before storing the RV.
