Problem recessed light

Ceiling light in bedroom worked last night but no light today. Vectra model checked all reset fuses everything was ok, breakers ok, replaced tube bulbs, pulled light out and checked with meter and getting no reading DC or AC. Ballast on these be changed? Any advice. Thanks

You will need to get 12vdc to the fixture and then if it does not work go from there. ballast can be replaced but a new fixture is not much more money.
