Whats the stuff called that Winnie uses to seal around the vents and skylight ? Need to seal the roof mount CB antenna I'm about to install.

Is it an EPDM/rubber type roof?

If so, then Dicor brand self-leveling lap sealant would be what you would want.

I think a lot of people use putty tape (vinyl) under things installed on the roof, with lap sealant over the edge and screws.

You can also use Eternabon Tape. You just tape it around the atenna mounting. You also use it for seams, and skylights and vents and air conditioners.

I used plumbers putty underneath the vents and a self-leveling sealant around the vents (in your cast the antenna).
