RV Roof questions (replace or recoat )

I have recently purchased a Class A 1999 Fleetwood Pace Arrow 31 E . Everything is in well working order and nothing major to report after the first year besides normal mainance items done .

I knew when i purhcased the unit that the roof was in question and i was thinking a simple over coat would get me the 5 years of use i was expecting with this unit before it ages out of our family . ( Kids getting older )

The current roof that is on the unit is water tight and is not showing any signs of water issues inside or outside the RV but is discolored with a black coloring and im noticing it is starting to peel off in small spots . It appears if i was to take a putty knife i could begin to pull off quite a large section or have the peeling done in a few hours.

Im curious.... would you say this is the signs of a bad or improperly installed over coat like i had planned on doing done many years ago (At Least 9 years ago ( Rv was purchased from a family member who owned it ) or could it be a larger problem that might render this RV useless with the cost of replacing the whole roof ???

Some side notes to consider is the roof that is on the unit is very hard , more like a steel or constructed roof . it does not appear to have a rubberized membrane or any bounce to the touch other than the air bubbles under the peeling surface .

if im to guess its a peeling of an older installed roof coating as it doesnt look like it was professionaly done in the first place .

Whats your thoughts and how should i proceed from here ? i live in Northeast ohio so any repairs i could do can not happen till June when the tempature returns to above sub artic (Should i invest in a cover to protect it for the winter also ?? )

Pictures attached are the Rv itself , a cross section of the Rv showing some strange ripples from the supposed bad application , a close up of the roof texture showing peeling and understructer , a view of a vent and under the AC appearing to show lack of covering applied or orgional roof showing through ( white caulking by vent was fresh applied ) and lastly two pictures with dark squares , one is just a picture of a roof vent to see if someone can detect the coating and the other is a strange square patch that was applied at one time , not sure why as its in the center of the bedroom , but thought it might help to explain the roof issue )

Any other questions ill try to answer with my limited knowledge .

Sorry your first post was for a problem. I'm not sure about the best solution for a repair, but if the integrity is in question, covering it is defiant requirement.
