Seat belts
Would anyone know if my passengers while cruising down the road have to be belted in while sitting at the table or couch

Seat belt laws vary by state and age is also a factor. A quick google search yielded the following:

the officer that pulled me over in Texas said if they were sitting in a seat or chair they had to be buckled in. Lying in the bed, sitting on the floor, walking around are all "ok" without a seat belt. Just sayin what he said.

My barrel chair has seat belts. My sofa/bed has seat belts. The dinnette does not and has a sticker stating not for occupancy while in motion. That table could cause some harm in the event of a collision.

We have belts on the front seats and two on the couch. We have a free standing table so no belts there.
Varies by state too. Some states exempt the living areas of a MH, some don't, some go by age too.

Whether there is a law for someone being buckled in or not; It just makes good sense to have everyone buckled up when the vehicle is in motion.
Human beings and pets become projectiles, even at very low speeds when there is a sudden stop.
I've seen it happen to my younger brother flying from the back seat of a Ford station wagon into the windshield going from 20mph. to a dead stop in a mall parking lot. It wasn't pretty.(and actually seemed surreal at the time) Fortunately he survived.
A motorhome going the same or faster would more than likely produce similar or even more catastrophic results.
I guess it's your call if you have to ask the question in the first place.
But do you really feel lucky enough to never have to STOP real fast with loose cargo?

I would play it safe and make sure everyone in the MH has a seat belt and uses it, better safe than sorry.

Seat belt laws, as noted above, vary from place to place, also depend in some cases on teh age of the person.
Laws of Physics do not vary however..
The person seated at the table, should you stop suddenly, can become a missile hitting the back of your head with great force causing serious injury to both in a crash.

I can only comment on the law in VA. Front seat passengers have to be belted and everyone 16 and under has to be belted. If they are children, they must comply with the safety seat or booster seat law also.
