Streaked Windows

I am having issues with my windows. I use invisible glass and vinegar based Windex. I washed the windshield 4 times and still it's streaked. I'm talking about the inside. I use 303 on the dash. Could it be putting off fumes that cannot hardly be removed. Driving me nuts. I've been detailing my vehicles for over 50 years. What do you think. Oh I used paper towels to wipe with. It might sound stupid but my dad swore by using "00"steel wool then buffing with black and white newspaper. He used to restore old cars and show them and that's what he used.

You might check with some classic car guys.
