The interstate system's major reason for being built, and the first in line for use even today, is for rapid movement of the military!

Secondary use is for use by the citizanory.

That was the original rationale, but tell that to the commuters, shippers, truckers, businesses located at exits and see how much of an emergency would be necessary to even think about closing highways.
