what is this?

Hi. Long time lurker first time poster. Thanks to the forum i have been able to get my rig in tip top shape. Most the time i can search and find the answers but this time i am stumped. I have looked all over and cant seem to figure out what it is. the kids keep tripping on it but before i remove it i figured i better figure out what it is first. I think it is a removable step mount but i am not sure. The screws go all the way through the steel step frame.

it is on a 1994 itasca sunrise.

It looks like a rail to mount a pet ramp.

Looks like someone tried to add lights to the step. Through it away and add a better looking LED one.
