Blow out and wheel damage. I thought it was separate from service agreements and road service

It's available from several sources, either separate or as an add-on to a Road Service policy. Coach-Net, Good Sam, Wholesale Warranty, Tire Shield, to name a few. Like an "extended warranty", they have loopholes and don't cover as much as the sales brochure would like you to think, so consider the cost carefully. You are buying relatively expensive insurance for a none-too-common problem.
They typically do not cover normal wear & tear and some may pro rate their reimbursement for normal wear, so check the fine print on that and also what they consider a "normal" life/wear. If they decide 5 years is normal life, you might find you get very little back on a 4 year old tire that you probably expected more years and miles from.

that is what I got today. 95 bucks a year. If I had one blow out in 3 years, it pays for itself.

Your best insurance on wheels and tires is simple. They're called Bridgestone--Michelin--Goodyear, or the best tires you can buy. Get rid of the ST tires that came OEM on your RV.
Your wheels would be covered, if they met the deductible, on your collision coverage. Damage your tires might cause to the bottom of your trailer would also be covered on your collision insurance policy.

A road service only changes your tire you pay for tire. Your insurance company should pay for your wheel at least mine did.
