I think the key here is the use of the words first time. That would tell me if a rig is reregistered to another person or in another state it is not the fist time registered. AZ did the same thing when I moved there with my previous coach, a 1998 Sea View on a 1999 Ford chassis.

How did the body come before the chassis? I thought they built the body on the chassis after they get it?

Ford skipped from 1997 to 1999, there were no 1998 chassis as I remember. so it would be entirely possible to have a 1998 "box" on a 1999 chassis.

The 99 chassis was built in May of 98 and the box built in Sept. as a 98.

As an example, my 2011 Berkshire is on a 2009 chassis which avoids the DEF requirements that a 2010 chassis would have. The unit is still licensed and titled as a 2011. Oh, and it was manufactured in June 2010.

To amplify what has already been posted - this is from an RVIA document.
"How do first stage manufacturers identify their vehicles?
According to federal law, at 49 CFR 565.13(a), a vehicle manufactured in more than one stage must have a Vehicle Identification Number (“VIN”) assigned to it by the incomplete vehicle manufacturer. One character position in the VIN sequence identifies the model year of the incomplete vehicle. Once it is assigned, this VIN stays with the incomplete vehicle when it is sold to the motorhome manufacturer. The incomplete vehicle manufacturer may also ship the chassis with a “Manufacturer’s Certificate of Origin (“MCO”). This MCO document provides information about each particular chassis.
How do final stage manufacturers identify their vehicles?
Final stage motorhome manufacturers continue to use the VIN assigned by the incomplete vehicle manufacturer. Motorhome manufacturers also provide MCO documents with their motorhomes when they are shipped to dealers. The model year of the completed motorhome, which is determined by the motorhome manufacturer, appears on this MCO document. "

I had to go through the whole process to get my title right when I registered my motor home here in CO. At first they refused even though I gave them a copy of the federal law. The supervisor agreed with the clerk and I didn't want to have to try to get Denver involved at this point so I said "okay, but after I get the title I will call Denver and give them the info so they can inform outlying offices of the proper procedure and come back and get it changed".
Before the clerk got all the info entered the supervisor came back out and said she had checked with Denver and I was right. She apologized profusely and told the clerk to put the Winnebago date not the VIN date on the title.

My engine was built 9 December 2006. Order date was 5 December 2006, build date was 9 march 2007, in service date 13 October 2007. Listed as 2008.
