Didn’t you hear the story about the man who caught a leprechaun and was granted one wish. He said his wife always wanted to visit Hawaii but she doesn’t like to fly. So his wish was for a highway to Hawaii. The leprechaun said that would not be possible to try again. The man said” I wish I could understand my wife.” The leprechaun replied” Will that be 2 lanes or 4?”

That may be the written law, but I have been through and also vacationed in Nebraska many times. While we did stay at campgrounds most of the nights, on numerous occasions, when just passing through, we stayed at truck stops (asked and got permission) to stay overnight. Also overnighted at the Cabela's in Kearney. Never had any issues at all.

New York, 31ft class c with a toad........ toll, 3 miles toll, another 3 miles another toll, oh, then another toll. A car I guess isn't bad but RV with toad I felt like I kept getting held up by bandits.

Yes, but when you travel through Nebraska, the verges of all the rest stops are blocked with posts and signage that does not allow any parking. Kind of restricts the number of trucks and RVs.
Not sure that Nebraska is anti-RV, but they have implemented rules, which push RVs and trucks toward profit making businesses. We like Cabellas and a couple of the RV parks off I80. Just feel that the I80 truckers could use some more rest area space.

We have spent the night Cabela’s parking lots in both Kearney and Omaha, the most recent just last year. Never heard about a state law prohibiting camping except at established campgrounds. Did w8yxm mean the highway rest areas don’t allow overnighting? Lots of states prohibit rest area stays of over 8 hours or “camping”, though they may have a variety of definitions for that.

Prohibition may not be the intent. It is quite possible that in a state where weather can be quite severe, it is better for travelers to stop in places where services exist than in rest areas where services are limited.

Here's a link to Nebraska's rest areas. It says "no camping or overnights" but also states a 10-hour max. time of stay. I guess you'd have to pull in early and leave during the night. Strange wording. That's for I-80. Pull into a small town off the interstate and there are plenty of nice city parks to stay for the night - a lot more quiet. That's what we did.

"Which is the most RV unfriendly state"
Guess I'll answer this very broadly, my vote would be my own state of CT. Not much here to draw out of state rv'ers. This in turn makes our campgrounds mostly dependent on local money, combine that with our poor economy, high cost, high taxes, highly regulated makes it tough for campgrounds to make improvements or expand. This is just been my observation

There do not seem to be many campgrounds in CT. However, when we visited Mistic Seaport, we found one of the best we have experienced. It was an old park that was recently renovated and marketed under Passport America with FHUs. Mostly a large grassy field with a make your own fun kind of atmosphere and a brand new club house.
Suspect that there is a significantly different flavor depending on the area of CT that you visit. However, the value of property within commuting distance from NY may be the root cause. As a result, you may be more correct than I would ever have imagined.
