Radio Shack is advertising this detector for $9.99 (naturally after mail in rebates). It checks for hotspots, to save you from booting up the computer. How can you go wrong for that price.

What kind of range does it have?
I made a home made antenna using a mesh strainer that will pick up a signal when the laptop card doesn't detect a signal.

Most of them are detecting only unsecured access points but they also pickup microwave ovens and cordless phones.
The only true test is to use your PC's wireless card software to find them and connect.

Is it legal to use someone else's wifi signal? I have used them at hotels and heard that they have them at some truckstops. I also know that you can connect to any unsecured signal, but does that make your computer vulnerable or can the other person know you are there? We just moved into a new neighborhood here on post and when we connected the first time, there were tons of signals we were picking up. We recognized some last names and some were secured and some not.

Also, should we secure our signal and if so, how would we do that?

No but the person that ownes the WIFI needs to secure it. I find those that have this issue really do not understand the whole WIFI issue.
