It appears that I can not use my iPad to participate in the Chat rooms because of the java requirement. Is that correct or is there a work around?

I use my ipad to chat on various IRC chat rooms. I use LimeChat. Works on iPhone as well if your eyes are that good.
I know it works with undernet.org, dalnet.org and several other IRC servers.

Have you tried the APP Cloud Browse? It is supposed to work with flash and java. I have used it on flash videos and it works well.

I have an ipad2 and looked for Cloud browse and couldn't fine it. Gotta believe Apple is getting creamed with complains about lack of support for FLASH. Any scuttlebutt about ipad3?
