The way IP renewal works is that at the halfway point of the lease period, your PC will initiate a renewal request. If this fails, it will repeat the request at the next halfway point of the remaining time. If that fails, the lease time will expire and a new IP must be requested - could even be the same IP.

The amount of data to attempt a renewal is very small and happens in the background so that your sessions will not be interrupted. I suspect they may be using this to stop you from watching movies or having large downloads. Otherwise they could just set the period to 12 or 24 hours for the campers leaving to give up the IP.

If the router does not renew, then your connection is reset pending a new allocation of an IP. If your watching a movie, the connection would stop.

They could also set an allocation of a low amount of IP's. So 50 devices could be fighting for 25 IP's, expiring every few minutes then someone else grabs the IP and your in the dark until then next IP is expired and available. That would be a terrible system from the stand point of a user.
