I could be wrong, but ... my understanding of the new law in Maryland (where I live) is that you can use a cell phone anytime with a hands-free device, unless you're under 18 or on a provisional license. No one is allowed to text, or use a handheld cell phone. It is, however, a "secondary" violation, meaning they have to stop you for something else, then they can tack on the cell phone offense.
On another note, I recently followed an LEO who kept drifting over the center line into oncoming (thankfully light) traffic. When I pulled up behind him at a light, I saw that he was ... typing into the laptop on his center console while driving. Yeah, I realize it may be part of their job, but way to set a good example!
