That is an interesting observation. If they are in the United States, then the flags are display improperly. They should be revers with the U.S. Flag on "its" own right. So when looking at it it would be on the viewers left.

The U.S. Flag, when flown with one other flag on U.S. Soil is always positioned on the "Flags own right side."
