Getting bit on the legs and feet sounds more like chiggers. No see-ums fly, and they bite all over. Neither are desireable and can cause sleepless nights. If you know you are in an area where they are prevalent, look into treating your clothing with Permethrin. It sets up in the fabric and is not water soluble, and will hold up for several washings. You can buy clothing commercially, that is pre-treated with Permethrin.
