I think we should limit all cell phones to no more then a 10 text or calls capacity. Nobody needs are has a use for more then 10 texts or calls a day. It's the high capacity phones that are killing innocent people on the roads. Reading the NTSB stats post earlier it looks like cell phone use is killing and maiming far more people then all guns combined. Maybe we should ban all cell phones.

Cell phones should be on permit basis only. For a county fee you can undergo complete background investigation and take a proficiency test to see if you can properly dial a unit. You must attend 72 hour course of instruction before permit is authorized . While in car all phones must be disarmed and speaker placed in glove box or back seat while driving and away from driver. No automatic phones allowed. No phone should be allowed to load more than 7 telephone calls per day. Felons, mentally disturbed , drunks will not be authorized permits. Remember, you are setting an example and people are watching. Display of permit before use on your windshield. Permits expire every 4 years thru your county sheriff. If you commit an offense your permits will be canceled.
