Oh yes. Stricter laws always protect morons from hurting themselves. Obviously, a warning label stating "Do not place explosive device on head and ignite" would have solved the problem here.

Years ago I helped set off fireworks at a drive-in theater for 4th of July. When those mortars went off they shook the ground 10-20 feet away. If we had one that didn't go off we marked it and stayed a distance away from it just in case it was a slow fuse. Don't know what this guy was trying to prove, but he only got one chance to experience it.
