Many people think it was Ben Franklin who said, "Those who don't learn from history are doomed to repeat it."

My google searches reveal:

George Santayana, the philosopher, is known for his (often-misquoted[citation needed]) comments: "Those who cannot remember the past are condemned to repeat it"

Depends on ones definition of historical events. Everyday happenings are not considered history, at least by me.
